Insufficient independent decisions
The record contains too few independent decisions to distinguish skill from chance.
What a refusal means
A refusal is a result. The record can’t support a rating yet, so it gets the reason instead of a score. It is not a negative verdict: 408 vaults are not rated for this reason.
Every vault with money in it is checked again as its record grows. When the record can support a rating, it gets a score with a 90% range like every rated vault.
